A hover ember that follows keyboard focus, not mouse clicks

Which focus starts the ember? :focus-visible (keyboard focus only)
any focus event (the naive version)

Try it: click Settings with the mouse, then move the pointer away. In the naive mode the ember keeps burning, because a clicked button keeps focus. Then press Tab: the ember follows the keyboard in both modes.
